Oman Drydock Company (ODC) is one of the biggest and most modern ship repair yards in the Middle East. Located in Duqm, in the Al Wusta region of Oman, ODC is strategically located on the southeast corner of the Arabian Peninsula outside the ‘Hormuz Strait’ and is in close proximity to the busy regional trade routes traversing Oman’s coastal.  ODC was established in September 2006, by the Government of the Sultanate of Oman with 100% investment and is operated by Daewoo Shipbuilding & Marine Engineering Company Limited (DSME) of Korea. Dock Master (REF: ODC/Prod/001).

Job Purpose: To oversee the operations and maintenance of the dock gate systems and carry out the proper entry and exit of vessels into the dry dock to carry out ship repair services.

Key Accountabilities:

Human Capital Management:

  • Manage the effective achievement of objectives through setting individual objectives, managing performance, developing staff and providing formal and informal feedback in order to maximize overall performance and team motivation.

Budgets and Plans :

  • Contribute to the preparation of the Production Control department budget and monitor the financial performance of a given area versus the budget so that areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized upon.

Mooring Activities:

  • Oversee and manage the mooring activities such as preparing anchors, buoys, pennant wires and damage prevention buoys during vessel mobilization in order to ensure the activities are completed as per timelines and established quality standards.

Planning and Plotting:

  • Oversee the anchor patterns for vessels of ODC and review the planning and plotting of anchor positions when vessels are brought in order to ensure a thorough plan is developed and adhered to.

Material Requirements and Use

  • Oversee the coordination with internal departments such as SRM as well as material suppliers/vendors if and when required by the Dock Control section in order to ensure that material requirements are provided timely and accurately to complete job requirements.
  • Ensure the stock of consumables and spares for all dock gate control, mooring and keel block layout jobs is maintained in order to ensure efficient tracking of items as well as ensure stocks are ordered proactively to replenish it.

Technical Advice and Troubleshooting

  • Oversee the review scheduling, planning charts, repair work required, documents and equipment’s used for dock gate control, mooring, keel block layout and dismantling and perform periodical inspections of the work site in order to track the progress of the work and provide feedback to the Assistant Manager – Dock Control to make necessary adjustments if required as well as report the status to the Dock Control personnel..
  • Ensure that all departmental reports are prepared in a timely and accurate manner to meet ODC policies and standards, and department requirements..

Quality Control

  • Implement approved finance departmental policies, processes and procedures, provide instructions to subordinates and monitor their adherence so that work is carried out in a controlled manner.

Quality, Health, Safety, & Environment

  • Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls in all general ledger accounting activities to guarantee employee safety, compliance, delivery of high quality products/ service and a responsible environmental attitude.

Important selection criteria:

  • Bachelor’s Degree in Naval Architecture/ Mechanical Engineering or any relevant area
  • 10 years of Dock Master experience in dock control in repair ship yard or new shipbuilding or similar work, including at least 4 years in positions of managerial or supervisory responsibilities

Section Head – Hull (REF: ODC/Hull/001)

Job Purpose:

  • To supervise the indoor hull activities including the steel cutting and marking and the related material handling in the Hull department and guide the team as required in order to ensure the indoor hull activities are carried out in a timely and accurate manner and as per client specifications.

Key Accountabilities:

Supervision of Subordinates:

  • Organize and supervise the indoor hull activities and the work of subordinates to ensure that all work within the Indoor Hull section in the Hull department is carried out in an accurate manner which is consistent with operating policies and procedures.
  • Provide on-the-job training and constructive feedback to subordinates to support their overall development.

Hull Activities :

  • • Supervise the indoor hull activities including steel marking, steel cutting, bonding and heating carried out in the workshop and guide the indoor hull Senior Foreman and Foreman in the section in case of complex issues/ problems in these areas order to ensure the steel marking and cutting work is completed on time, accurately, as per established quality, health and safety standards and in compliance with client specifications.

Inspections:

  • Carry out regular inspections of indoor hull work including steel marking, cutting, bonding and heating carried out in the workshop in order to ensure the steel pieces are marked and cut accurately, as per client specifications and to highlight any major issue to the Senior Manager – Hull in order to take necessary actions.

Resources Control

  • • Manage the resource control of the Indoor Hull section in the Hull department in order to ensure effective utilization of manpower and materials to produce optimum output.

Material Requirements and Use

  • Coordinate with internal departments as well as material suppliers/vendors if and when required by the Indoor Hull section in order to ensure that material requirements are provided timely and accurately to complete job requirements.

Technical Advice and Troubleshooting

  • Provide technical advice to subordinates/ peers on indoor hull activities or related matters to support them in the achievement of their jobs and to provide them with feedback and recommendations for future improvement based on technical issues faced in indoor hull work.

Issue Resolution

  • Collate all issues/ problems which are escalated by the Senior Foreman and Foreman in the Indoor Hull section and escalate it to the Senior Manager – Hull in order to facilitate identification of resolution and ensure their implementation.

  • Ensure preparation and maintenance of all records related to steel marking, cutting, bonding and heating activities in order to facilitate ease of access of information when required.

Important selection criteria:

  • Bachelor’s Degree in Mechanical Engineering/ Naval Architecture or any relevant area.
  • 5 years of relevant experience in steel marking, cutting or similar work in ship repair or new ship building, including at least 1 year in a position involving supervisory responsibilities
  • Understanding of relevant operational processes and procedures
  • Understanding of general drawing, steel structure fabrication working sequence drawing
  • Understanding and use of marking tools and processes

Job Purpose:

  • To provide support to the CEO by effectively managing his schedule and performing a wide variety of responsible, complex and confidential administrative, secretarial, analytical and research duties with a high level of confidentiality, initiative, tact, maturity and independent judgment.

Key Accountabilities:

Secretarial and administrative support:

  • Compose routine correspondence not requiring the personal attention of the CEO in order to reduce their workload.
  • Edit and verify memos and written correspondence as assigned by the CEO in order to ensure communication is clear and consistent.
  • Gather and prepare information for routine reports in order to ensure relevant information is gathered to support the creation of reports.
  • Create reports and high quality presentations utilising the most appropriate software in order to provide professional and branded presentations.
  • Conduct routine personnel, budget, payroll and purchasing duties in order to relive the CEO from the respective tasks.

Diary Management:

  • Manage the diary of the CEO through scheduling of internal and external appointments to ensure effective time usage and avoid conflicting schedules.
  • Coordinate travel itineraries, including transport, accommodation and visa arrangements to ensure business trips run smoothly.

External Representation:

  • Provide a first point of contact for visitors to the CEO, ensuring that guests are made to feel welcome and their needs taken care of while visiting the organisation.
  • Screen incoming mail and telephone calls to the CEO to ensure effective communication with staff and external bodies, and avoiding unnecessary calls being directed.
  • Manage the interface between the CEO Office and other external parties such as government entities, service providers etc., providing information and handling issues as far as possible on behalf of the CEO and exercising appropriate judgement on matters which need to be escalated and brought to the attention of the CEO or other senior executives as appropriate.
  • Respond to requests for information and complaints to ensure a timely, efficient and appropriate response to resolve the matter.

  • Follow all relevant departmental policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.
  • Manage and maintain effective office procedures and efficient work flow. Supervise and provide direction to other support staff including leadership and guidance.

  • Co-ordinates and facilitates the reception and logistical arrangements for visiting VIPs and dignitaries, ensuring observance of protocol and sensitivity to cultural aspects.
  • Represents the CEO’s office with a wide range of high profile contacts such as government officials, corporate officers, and external executives and media personnel. This involves receiving visitors, answering enquiries, writing reports and responses.

Communications Support

  • Works closely with the Marketing and Public Relations functions to ensure timely release of information, and statements by the CEO, and appropriate media coverage of the CEO’s activities.

Quality, Health, Safety, & Environment

  • Adhere to all relevant quality, health, safety and environmental procedures, instructions and controls in order to guarantee the safety of employees, quality of products/ services and environmental compliance can be guaranteed.

Important selection criteria:

  • A University degree in Business Management
  • A minimum of 10 years relevant general management experience including at least 6-8 years in senior supervisory positions
  • Knowledge of modern methods of office administration
  • Knowledge of business correspondence formatting
  • Knowledge of proper telephone etiquette
  • Knowledge of proper English usage, spelling, grammar and punctuation
  • Knowledge of local government structure and functioning
