Chiyoda CCC Engineering Limited (CCEL) is a joint venture company formed by Chiyoda Corporation and Consolidated Contractors Company (CCC) in early 2013 with the intention of targeting small to medium sized brownfield EPC projects. Utilizing the capability and experience of Chiyoda and CCC, CCEL provides local services for Engineering, Procurement and Construction to Clients both in the upstream and downstream hydrocarbon sector in the Middle East region. EPC PROJECT ENGINEER

The Project Engineer will be responsible for planning, coordinating and managing engineering and design to achieve the project objectives. The jobholder interfaces with the projects, engineering, controls, procurement, construction, and QA/QC department managers, engineers, supervisors and external stakeholders including clients.

Successful candidate will have to understand contractual requirements and communicate them to the engineering team and assumes responsibility for the execution of all engineering tasks including motivating the team to work as an integral unit. He will be the focal point for technical/coordination issues between CCEL, Supplier, Fabrication, Construction and Client; preparing the engineering execution plan, establish work plans for the engineering team, arranging and leading engineering design and safety review meetings and addressing engineering personnel performance issues in conjunction with engineering section heads. He will support the project engineering manager in reviewing and approving project forecasts, schedules, cost estimates, and major expenditures. Supports the project engineering manager in obtaining the client’s acceptance of the plant and coordinate completion of final project documents.

The successful candidate must have:

  • Minimum BSc graduate in an Engineering discipline.
  • Minimum 8 years’ experience in the Oil & Gas industry brownfield and Greenfield facilities with recognized international EPCM contractors.
  • Success in past project involvement and technical delivery of small to medium size projects in an EPCM project execution environment, including acting as a lead discipline engineer.
  • High order interpersonal skills and the ability to operate within a multinational environment with wide exposure to various cultures and customs.
  • Excellent communication skills (both written and verbal) with ability to interact across multiple disciplines.
  • High level knowledge of commercial, cost, schedule and contract.
  • Proven ability to influence and mentor others in safety principles and behavior.

EPC PROJECT MANAGER

The Project Manager will be responsible for Managing, leading, planning, directing and controlling all of the project objects including internal and external stakeholder communication. The jobholder reports to the Project Operations Manager.

Successful candidate will have to assume responsibility for the performance of all tasks needed for the successful completion ofthe project and as leader of the project team, plan, organize, direct, manage staff, control, motivate and stimulate the team to workas an integral unit.  He will define project scopes and objectives and establish the basic work plans for engineering, procurement,project control, construction planning, commissioning, and quality assurance in line with the client and external stakeholders. Represent CCEL in the Project execution and maintain official communication with the client and external stakeholders. Managekey project personnel so that the project execution can be performed correctly, effectively, and smoothly in accordance withapplicable specifications, manuals, procedures, and all contractual terms and conditions. Conduct periodical meetings with theclient to review progress, discuss major changes in the work and resolve problems between the client and CCEL.  Review projectstatus of engineering, procurement and construction, and direct the respective group managers to take necessary measures toensure compatibility with the overall schedule.  Review and approve all project forecast, schedules, and cost estimates, andapprove all major expenditures.  Follow and comply with all CCEL Information Security, HSE and Quality Policies.

The successful candidate must have:

  • Minimum BSc graduate in an Engineering discipline.
  • Minimum 20 years of experience in the Oil & Gas industry brownfield and Greenfield facilities with recognized international EPCM contractors.
  • Success in past project involvement and technical delivery of small to medium size projects in multi EPC projectexecution environment.

LEAD DESIGN ENGINEER (PIPING)

The jobholder will be responsible for leading and supervising the work of the project piping team and may be required to work on more than one project at a time, in which case the jobholder shall report to the Piping Section Head.

Successful candidate will lead, supervise and guide piping-specific teams in the preparation and co-ordination of design and/or detail drawings ensuring deadlines are met and that work is completed to the required quality standards. He/She will program, plan and co-ordinate all project activities including the provision of design and technical information, ensuring accuracy, completeness and delivery within schedule and allocated manpower budget.

The successful candidate must have:

  • BSc. or equivalent in Mechanical Engineering.
  • Minimum 12 years’ experience in the engineering field of which preferably 8 shall be in Oil & Gas contracting.
  • Has worked as an assistant lead engineer /area lead engineer for at least three projects.
  • Hands on experience in developing plot plan, equipment layout & piping study layout for rack, columns, heat exchangers, compressors, reactors, fired heater,  pumps etc.
  • Has an excellent knowledge in various international design codes related with piping design like ASME, API, NFPA etc.
  • Must be familiar with piping material specifications in accordance with various material standards like ASTM, DIN   etc.
  • Basic knowledge of pipe stress analysis & pipe support. Hands on experience in CAESAR II or equivalent software would be an advantage.
  • Shall have clear understanding of work flow in 3D (SP3D/PDS/PDMS) work environment. Experience in executing job in 3D is essential.
  • Strong proven communication, negotiation, influencing and presentation skills.

SENIOR DESIGN ENGINEER (LOSS PREVENTION)

The jobholder will apply design knowledge to design projects for the development of  conceptual designs and produce detailed designs for a particular project segment under  supervision, ensuring compliance with codes and standards. Successful candidate receive specific discipline schematics at the production information stage, develop working drawings and write technical documents, taking cognizance of  products available within the local market. He/she will have to develop own knowledge in the technology and with interfaces with other engineering disciplines. Understand and include design requirements for health, safety, quality and constructability into design deliverables.
The successful candidate must have:
  • BSc. or equivalent in Safety/Chemical/Mechanical Engineering.
  • Minimum 8 years diversified experience in design activities in the EPC
  • engineering field.
  • Experience in supervision of junior engineers.
  • Knowledge of safety review tools (HAZOP, HAZID, QRA, SIL etc.) and an understanding of Cause & Effect.
  • Knowledge of various international standards like API, NFPA, OSHA, PMS etc.
  • Strong proven communication, negotiation, influencing and presentation skills.
