Duqm Refinery Jobs Careers 2020. Duqm Refinery and Petrochemical Industries Company L.L.C is a Joint Venture (JV) between Oman Oil Company (OOC) and Kuwait Petroleum International (KPI). This strategic partnership between OOC and KPI has been established in the incorporation of Duqm Refinery, based in Al Duqm located in the South East Al Wusta Governorate of the Sultanate of Oman. This gives the project a strategic maritime location and a competitive advantage being in the path of international shipping lines in the Indian Ocean and the Arabian Sea thus easing the process of transport in and out of the region. Once the refinery is completed, it will have the capacity to process around 230,000 barrels of crude oil per day. Diesel, jet fuel, naphtha and LPG are to be its primary products.

Fire Fighter_D Emergency Responses

Job purpose 
Provides Firefighting Services at Duqm , under Deputy Chief Fire Officer’s, scope and direct supervision of Leader Firefighter as in-house expert and mentor on fire practices., policies and procedures at Duqm ; through (1) Ensure correct deployment and inspection of firefighting equipment to ensure reliability and response readiness (2) Reporting  any remedial steps to ensure optimal efficiency and readiness in case of multiple fire incidents, (3) being able to operate fire trucks by implementing strategies independent of Fire Team Leader, and (4)  act as Team Leader in event of Deputy Chief Fire Officer  absence; in order to ensure correct deployment and inspection of firefighting equipment to guarantee reliability and response readiness

Trainer Fire Safety

Job purpose

Provides Firefighting trainer Services at OQ, under Capability Development Coach Firefighting Services scope’s, as in-house expert on fire practices, policies and procedures at OQ; through (1) identifying best fit of relevant standards, (2) developing standard operating procedures, (3) assessing training requirements, developing training modules and facilitating trainings; in order to ensure that the Fire Services team at OQ receives the best required expert guidance on day to day matters of the department and are well equipped to handle any emergencies.

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Day- to-day operations
  • Follow the day-to-day operations related to own job in the Fire Services department to ensure continuity of work
  • Report, Investigate and prepare reports for Senior Management regarding fires at OQ facilities in order to describe the background to the causes and fire protection failures.
  • Fire Safety Standards, Procedures & Plans
  • Identify and assess relevant standards (ex. National Fire Protection Agency), best practices for the department in order to ensure that these are considered in the development of departmental operational plans, policies & procedures.
  • Develop standard operating procedures and tactics documents for a number of scenarios (fire equipment, physical fitness for firefighters, management of foam stocks etc.), for the fire services team and for the review of Fire Services Manager, ensuring that the procedures best match the needs and operational constraints of the sites.
  • Participate in the development of the emergency response and business continuity plans, continuously update, enhance, review and maintain the plans and pertaining documents to ensure they are up-to-date.
  • Continuously evaluate plans and procedures through scenario testing, feedback sessions with team and on the ground personnel to ensure that OQ’s policies and procedures are evolved to best resolve any fire & safety emergencies.
  • Assist the Fire Services Manager in the development of a comprehensive Emergency Response Plan to ensure consistency of response procedures in the event of a major incident
  • Create Emergency response plans and annual updates for Public Authority for Civil Defence and Ambulance.
  • Develop and keep up to date Business Continuity Plans
  • Ensure Policies and procedures are generated to ensure compliance to OHSAH 18001, ISO 9001, ISO 14001.
  • Ensure quality control of documents in the fire service, revisions of relevant document, controlled copy distribution according to OQ guidance.
  • Co-ordinate and oversee the preparation and updates of fire and loss prevention Emergency Action Plans to ensure compliance with company guidelines, regulatory requirements, and best practice.
  • Ensure all fire permits for OQ assets at the assigned site are renewed.  Guide assets owners on legal requirements to comply with and assist in providing guidance for any future scope of work by contractors to include PACDA requirements.
  • Fire Protection and Prevention Programs
  • Act as the in-house expert and guide team leaders as well as firefighters in matters of seeking clarification on policies, plans or on relevant HSE matters.
  • Investigate any major incidents and generate analysis around any noted observations, provide recommendations to the Fire Services Manager on improving control measures of the department in operational responses.
  • Liaise with insurance companies to ensure that any observations or findings pertaining to non-compliance are considered, recorded, acted upon and consequently reflected in occupational readiness plans.
  • Review all maintenance, repair, overhaul and testing of fire detection and protection systems to ensure that they will function correctly in extinguishing fires. This involves working closely with the firefighters to oversee compliance of all fire safety measures onsite.
  • Develop systematic procedures for testing all fire prevention systems on a regular basis to ensure all equipment is operational
  • Coordinate with Fire Services Team Leaders on effective practices to adopt when engaged in firefighting to prevent escalation of damage to OQ sites and personnel
  • Spot-check firefighting systems regularly to ensure that all systems are fully functional and serviced.
  • Assist Fire Services Manager in the design and implementation of robust means of assessing the potential risk for all OQ operational activities so that appropriate preventive measures can be taken to mitigate and manage any risks which may exist.
  • Training Plans and Execution
  • In conjunction with Fire Services Team Leaders, identify training needs; prepare both short and long-term training plans to ensure maximum coverage of training needs to various OQ personnel
  • Evaluate emerging firefighting technologies to suggest procurement plan given cost effectiveness and operational feasibility
  • Analyse effectiveness of training courses delivered to suggest recommended action plan for improvements
  • Plan and propose various awareness programs to encourage a work environment that values fire safety
  • Devise fire safety training to all OQ employees to increase the reliability, safety and readiness of all fire-related incidents
  • Participate and oversee evacuation drills in various locations inside OQ to better understand the level of awareness in dealing with fire-related incidents.
  • Maintain on the ground presence during routine inspections, mock drills and emergency scenario tests to observe and gather any feedback for improving the fire & safety policies and plans.
  • Conduct regular meetings with the fire services team and other HSE personnel to proactively identify any shortcomings in OQ’s emergency response plans.
  • Carries out the department strategy as implemented by the Team Leader or the Department Manager.
  • Maintain up to date documentation on SOP’s, departmental plans (Emergency Response Plans, Business Continuity plans etc.) and ensure availability to all concerned stakeholders (Fire Services Team, operational personnel).
  • Maintain master specification sheet for all fire & safety equipment’s.
  • Coordinate all relevant safety training relating to hazardous or combustible materials with the HSE Department so that all trainees have a full overview of the potential causes of fire and prevention measures.
  • Supports change in innovations, system processes and workflow improvements which lead to meet department delivery as guided by the Team Leader or the Department Manager.
  • Develops weekly / monthly reports as required by the Department.
